I am writing to offer my support of Jim Cochran who is running for Upper Allen Township Commissioner. As a fellow Republican, I met Jim during my involvement in seeking elected office. He was genuinely interested in hearing my perspective on issues facing the county, and he was thoughtful about offering his concerns. Over the time that I have known Jim, I have witnessed his unfailing dedication to Upper Allen Township. He truly operates with the best interests of the community at heart. During his prior tenure on the board, he had to navigate very challenging financial times for the township and was instrumental in getting it to a sound financial position. Jim is direct, a trait that is not always comfortable for people, however; I have found that in public office it is imperative. Constituents seeking answers deserve to know where their elected officials stand. Most residents are not aware of the many laws and ordinances that municipalities are required to uphold. It is easy for an uninformed candidate to pledge to stop the growth, but that is simply not possible. There are laws in place to protect property owners’ rights and zoning ordinances that dictate what is permitted. What is needed is an approach that works collaboratively with all stakeholders to generate the best possible results for residents across the entire township, not merely protect one neighborhood. Jim has the experience to effectively manage the growth that the township is going to continue to face. Jim has respectfully questioned my position on several issues, and I welcomed the opportunity to share information that led to my decision. I do not believe that he has always agreed with me, but he has been open-minded as to my reasoning. Dedication, informed decision making, and respectful dialogue are traits that are necessary for local government officials to operate effectively. I have found that Jim Cochran possesses all three.

As the Upper Allen Township Chief of Police from 2003 – 2020 I had the opportunity to work with Commissioner Cochran during his terms as an Upper Allen Township Commissioner 2004 – 2020. During this time period he supported the Police Department in both the growth of the sworn compliment of officers and in keeping pace with the advancement of technology. I said many times that I was fortunate that although I did not get everything I wanted, I got everything I needed in support of providing professional police services to the community we served. Commissioner Cochran was already practicing DOGE long before it became a popular buzz word. Although he supported the gradual expansion of the Police Department, he always calculated the future cost commitment that came with each additional new hire and/or any new project that was a budgetary item. While there were times that Commissioner Cochran and I did not agree on an issue, I always understood his position. Even when we disagreed, I never felt that Commissioner Cochran was an adversary but instead an ally. While he looked out for the best interests of the Police Department, which is one of the key roles of municipal government, providing emergency services, he balanced it with all the needs and desires of the community he was elected to serve.

I have known Jim Cochran for more than 30 years and I served with him on the Board of Commissioners for 20 years. When a health issue forced me to step down, I was happy to see that he was appointed to fill out my term. Jim is knowledgeable in township issues and always tries to do what is best for the entire township, not just one neighborhood. Jim and I have disagreed on many issues in the past, but we did so as adults and meetings were never subject to the antics we have seen lately. I support Jim for another term and I hope you will too.

My Father worked with Mr. Cochran for a short period 45 years ago. We have since established a business relationship over the last 15+ years with Mr. & Mrs. Cochran caring for their 4 legged "children". We consider him a friend and customer. I don't think anybody objectively can question his passion or commitment to our Township. When you have served in public office for 20+ years you will make some decisions that will not please everyone and ruffle some feathers but I truly believe every decision he makes is for the betterment of the Township as a whole without any personal agenda. I have seen him respond to citizens more than once to give Him a legal reason to vote against something and he has repeatedly said that its never happened. A Commissioner has to vote according to the law and not necessary by public sentiment and some people don't understand that. His background in finances is an asset that is unmatched in our Township. His commitment to our parks, fire, police and infrastructure is second to none. As one who has attended meetings occasionally over the last 20 years I've seen Him listen to the citizens concerns and assist them when possible. To lose His wisdom and experience would be a huge loss to our fine Township. GOOD LUCK COMMISSIONER COCHRAN!!

I moved to Mechanicsburg in 1989, from Pittsburgh. Upper Allen Township is the perfect place to raise a family. One of the things I like about Upper Allen is how responsive the township management is to the citizens. Early on, I had questions about living in a small community, compared to Pittsburgh, I went to a township meeting, met and talked to Jim Cochran about some things that were unusual for me. I got to know Jim pretty well. I was upset when Jim decided not to run for reelection, he was the only person I completely trusted to be honest with me about anything I needed. Then he was reappointed when Ginny resigned, now, I’m hoping Jim will stay in the management of our township. I was in management my entire career, and it was refreshing to have a lifelong health care executive running our township. I knew everything would be done above board, and the best financial decision for our township. I certainly hope Jim wins the next election, so his expertise as a manager will continue to benefit our citizens.

While I am officially a registered democrat, when voting, I try to consider what an individual candidate brings, regardless of party. I have been a long time fan of Jim Cochran. I enjoy reading the posts that he regularly makes giving updates from various township meetings and events. I appreciate that he attempts to keep everyone informed. I love that he has taken the time to explain the details of some of the zoning rules - especially when some of our residents seemed to think that the commissioners are pushing for another another carwash (for example) where there was another one aleady across the street. He always has the best interests of the township and our residents in mind and I hope he is elected again this year.

I served with Jim Cochran on the Upper Allen Township Board of Commissioners for over 14 years. We sometimes clashed over public policy but I always felt he was trying to do what he thought was in the best interest of our community. Without exaggeration Jim always took a leadership role whenever the board was faced with significant financial issues, whether it be the fire company, township debt or park expansion. He served the township honorably, and, I would say, he was probably the hardest-working commissioner we had. He kept himself informed of issues in the public realm and would often translate them into meaningful board actions. My wife Eppie, who served on the Park & Recreation Board for 18 years, has recognized Jim’s commitment to the continuing development of the township’s first rate park system. In short, Jim Cochran’s honesty, experience, knowledge of local government, financial acumen, prior achievements and dedication to helping his community make him an ideal candidate for commissioner. I've been an Upper Allen resident for 44 years and have known Jim for many of those years. His children attended Mechanicsburg with our kids and we saw him raise his family with a strong sense of family, sportsmanship, honesty and civic duty. While I may not always agree on his stance on things, I know that his opinions and views are based on facts while keeping the future of the township and the diverse population in mind. I can think of no better qualities for a township commissioner who is for all the township residents while being fiscally responsible. I have something to say that I rarely do. It's political. I support Jim Cochran for Township Commissioner and I''ll tell you why. I've been appointed and chaired the Park and Recreation Advisory Board for eleven years or so. During this time, I have seen the depth and breath of Jim's knowledge of our Township. He knows how and why decisions were made. He know the laws that can limit actions of the Board of Commissioners. He understands that growth is coming for every municipality in the area and I know he shares concern for managing that growth WITHIN the limits of the law. As a manager, I was results based. So no matter others say, Jim has: 1. extraordinary experience 2. knowledge of the history of the Township 3. proven leadership ability 4. a willingness to research for applicable information 5. outstanding support for our great parks including the construction of the very popular Dog Park. a willingness to listen AND HEAR. 6. strong support for our staff and our parks. He 'get's it' 7. always abstains from any vote that may be perceived as a conflict of interest. 8. Repeatedly comes up with suggestions for parks and programs. The Grand Opening at Generations Park was his idea. I have had my disagreements with Jim over the years. He is direct and that has maybe put off some folks. But for me, I ALWAYS know what he thinks and where he's coming from. That's what I need in a leader. But the bottom line is respect. I have it for him and I believe he respects me. I would not serve on the Rec. Board without it. DO NOT forget to vote. The intelligent development of our parks and the support of our parks staff may not continue.

Commissioner Jim Cochran has always been very supportive of youth baseball and other youth sports programs. Dear Upper Allen Residents: This letter is written in support of candidate Jim Cochran (R) for the position of Township Commissioner. I have known Jim and his family for over 45 years. While working his full- time job and while his children were enrolled at Mechanicsburg Area School District, Jim spent 14 years as an elected school director with 6 years as board president. Once his children graduated from Mechanicsburg High School, Jim made the transition from school director to Township Commissioner. Jim left the school board in December 2003 and began his tenure as a Township Commissioner in January 2004. Jim served five, 4-year terms and finished as Commissioner in 2023. Jim was off the Township board for 13 months and rejoined in February 2025 to fill a vacancy. Once again, Jim is running for a seat on the Board of Commissioners. Jim’s name appears on the May 20, 2025, Primary Election Republican Ballot. As a registered Democrat, the quality of the candidate is more important to me than his political affiliation. Factors such as character, integrity, compassion, and the capability to balance opposing views are significant. The ability to maintain composure when on the losing side is also critical. Commissioners who repeatedly attempt to reintroduce decided issues for further debate can hinder board progress on other items that need to be addressed. Additionally, how a candidate arrives at decisions regarding taxpayer money is especially important. It is preferable for candidates to be cautious with spending, ensuring it is for beneficial causes or projects. Overall, Jim has demonstrated good decision-making when voting for township projects.  Jim is focused on preserving the historical significance of Upper Allen Township while ensuring he addresses the needs of its residents. These needs include supporting amenities such as parks, pools, athletic fields, walking paths, and picnic areas. On May 20, 2025, voters will have the opportunity to vote for candidate Jim Cochran. Jim has a history of over 34 years of work with the school district and township. Electing Jim Cochran to the Board of Commissioners will result in having an experienced commissioner who can think quickly and apply his soft skills to make balanced decisions on issues.
